An OTBI report in Workforce Management-Work Relationship subject area doesn't work for some roles

Summary:

We have an OTBI Report with 4 columns, all under Workforce Management - Work Relationship Real Time category (Display Name, Person Number, Worker Payroll Name, and Time Card Required). We have a custom duty role for Reporting that contains both "Workforce Transaction Analysis" and "Workforce Transaction Analysis Duty", but we are finding that one of our custom data roles that has this duty gets a notice that there are no results when running the report, while users with another data role (that has the same custom duty role) get a full report with thousands of results when running at the same time. Both are data roles that have "Global" Person data security profile, so it is not because one user is restricted from seeing employees.
