Notification to business through email when balance sheet is not balance

Had anyone worked on below or similar business requirement, if yes, please help with your inputs
- Notify/alert business through email when balance sheet is not balance (FCCS_Total Balance Sheet <> 0) post consolidation run. Please note that we have not activated the “Balance the Balance Sheet” business rule so system is not calculating the balancing amount hence no entries are being written to FCCS_Balance account.
- We have different entities rollup and in ideal case scenario both the entities roll up should have same balance. We need to reconcile the both the entities rollups and send notification to business users in case of reconciling item.
