Report is not giving any output
Summary:
We have configured Employee Questionnaire and Manager Questionnaire and created performance template to use only these 2 questionnaires. 1st step is employee to answer Employee Questionnaire and 2nd and final step is to answer the Line manager Questionnaire by line manager.
We created the report to get employee and manager response to these questionnaires. Tables used as below

When we publish the performance document to 1 or 2 person the report is not giving any output.
But when we publish the document to entire eligible population then its working fine and giving output
