Forecast revenue error encountered on a project with amount based lump sum contract, is it expected?

Summary:

We have a scenario where a Lump Sum project with an amount based bill plan on the associated contract is encountering an error upon forecast generation.

Error encountered is: A revenue rate or markup percentage wasn't found for the planning transaction using the resource class bill rate schedule.

Content (required):

We did not configured the Resource Class Bill Rates to have any rates and this is a global configuration.

In addition, upon creation of the forecast, error is not encountered but when users ran the refresh rates, the error started to pop up.
