Stage File Action - Read Entire File - Unable to Activate

Problem activating an integration that has a Stage File Action trying to read entire file.

Hello,

While trying to do some basic FTP file manipulation, I ran into a problem activating one of my integrations.  I narrowed it down to the Stage File Action that was set to do a Read Entire File.  When I try to activate, it fails.  Note: This is NOT a runtime error, so I can't imagine any settings being wrong.  When I remove this node the integration activates ok.

I am on OIC Version: 18.1.3.0.0 (180112.0207.760).

The top-level error shows:
