Handling 'Never Starts'/Best Practice

Summary:

We are currently terminating people who were hired, had a start date, but never showed for the first day. We term the work relationship. Looking for best practices, and what others do. My thought is that the work relationship should be cancelled, not termed, as they never actually worked, but before exploring what I see as a 'cleaner' option, I wanted to gather feedback on what others are doing as this change will likely affect other areas of the company.
