URGENT! Project level plan not working

Summary:

Hi Team,

We had planning level at project.

We have two types of expenditures - cost and revenue

Please find the below example

IT expenses expenditure type has raw cost amount

Operations cost expenditure type has raw cost amount

Operations Revenue has revenue amount

We are getting these two errors while doing manage project budget.

a)The application can't find a costing rule for the nonlabor transaction.

this error we are getting for revenue (Operations revenue which has only revenue amount). Though we had defined this as expenditure type and not as a non labor resource. Also use planning rates is disabled, Budget creation method is use budget lines manually, also revenue generation method is manual entry. Still we are getting this error. Please let us know how to resolve this. Our expectation is to be able to enter raw cost and revenue as different expenditure lines, any workaround to achieve this?
