Is it possible to provide launch access to a ruleset but none of the constituent rules?

Is it possible to provide launch access to a ruleset but none of the constituent rules?

Content (required):

We have some rulesets that users run, but sometimes they accidentally run the constituent rules instead. Ideally, we would be able to provision launch access for the ruleset, but not the individual rules. That way, those rules do not appear in their list to run. Currently, I'm finding that the only way to provision access to a ruleset is by providing access to all of the individual rules
