Manage Organization Parameter with Allow negative balances and Allow negative on-hand transactions

I'm trying to Ship a Transfer Order from an Organization which has Allow negative balances and Allow negative on-hand transactions enable. But quantity which is not on hand is going to backorder.

Have you faced this issue?
