Why the Work Definition (WD) Date is editable in Work order header?

Content (required):

If the work order is unreleased, we can set the Work Definition Date to any value. Normally, a WD is created by the Engineering Department. I am trying to understand, why Oracle is allowing the Shopfloor guys to change this Date?

Basically I want to understand the benefit of having this field open. Any pointer will help. Thanks
