Are Power Users able to create and manage Task Lists?

Hi Planners,

Hopefully a relatively quick one. Client is asking if it is possible for power users to create or change task lists in PBCS/EPBCS. A quick Google of the online documentation seems to suggest that they can, but I have not been able to get this to work from my testing.

When I provision a user with power user privileges, they have the ability to create and manage Action Menus, Forms, Preferences and Variables, but not Task Lists or Rules Security (attached is a screenshot from our dev environment).
