Why is a Change Order required for some items but not others?

This is a bit of a head scratcher here and not a high priority. We have some items that when changing the Shrinkage Rate on the Planning Specifications tab a Change Order is required but not when making the same change to others. If the Item Rule Set that covers this and the Main tab is placed into Draft status then changes to this attribute on any item don’t require a CO. No other attributes on that tab or any other tab for any of these items are being updated at the same time. Any clues as to how to figure out
