Client has 4000+ project organizations, want to reduce the list to minimum

Summary:

Client is running restaurant business, they have around 4000+ project organizations, which includes new stores, existing warehouses, franchisees, G&A, we advised to remove the inactive ones, and old warehouses, but still they have around 2500+ project organizations.

It will be very difficult to maintain huge number of organizations, and in future, the lit will increase.

Is their any way, we can reduce the list, we are thinking of creating dff and store the organizations, which are not used to create project, transactions, accounting and reporting.

Any suggestion are welcome, and best practices.
