Is it possible to create Purchase request if the item requested in IMT is not available in on-hand

We have some scenarios where Items are not avaiable in on-hand inventory and users are requesting these items using IMT or a work order. In current scenrio the transfer order is canceling requested lines but our expectation is to create PR and procure items from supplier instead of issuing them from stores. Is it possible to achive? and in case if the item is requested via Work order then the PR is raised automatically and work order status show "waiting for material" or any other meaningful status for maintenance users.
