The selected analysis object doesn't contain a list of people to assign the learning

Summary:

I have created a very simple BI Report, which includes person_id, Display Name and Job Name. I have applied a filter on the Job Name field to limit the data returned. I can see the data in BI.

If I try enroll Learners using the Analysis Report Criteria, I get the error 'The selected analysis object doesn't contain a list of people to assign the learning. Specify the person list in the analysis object. (WLF-5145108)'

As soon as I remove the filter from the BI report, I can select the learners, but then its not the group of learners I want.
