How do we get the password to show up when logging in as someone else via Proxy?

Summary:

We assigned two employees the Impersonate User (FND_IMPERSONATE_USER_PRIV) privilege. We can see each other in the Switch To drop down. It takes us to the Confirm password screen but when we click Confirm, it just takes us back to our own homepage and doesn't ask for a password. **Screenshots attached**
