Need help with Oracle to One Source error for a Brazil sale.

We have a sale (Oracle Fusion AR Invoice) from the US to Brazil.

We received the following error message:

An error occurred in a third-party tax applciation which caused the tax calculation to fail: (ZX-885763)                              

Tax Calculation failed because of the following error:                              

Tax Partner Error: ONESOURCE ERROR: Seller must be registered to collect ICMS on import. Authority: Brazil IPI.             

Any help would be appreciated.
