Roles required for VB SaaS deployment

Summary:

We are trying to find the roles required for the user account that is used for deploying VB SaaS extensions from VB Studio (linked to SaaS) into Fusion SaaS. As part of the deployment pipeline, we need to provide a SaaS user account in VBS deployment pipeline so that the build artifact can be deployed to Fusion SaaS. The documentation says "enter the credentials of a user who can deploy to the Oracle Cloud Applications instance.'.
