Tax Rate based on Ship To Location

Hi

The client requires to have different tax accounts based on ship to location. Basically we need to override the BSV segments based on the ship to location in invoice. I searched in this customer connect forum and found out that currently we can't define account rule to override the BSV based on ship to location. So I am thinking if we can set different tax rate based on ship to location.

Is there anyway we can use ship to location in Tax Determination Factor Set or is there any other way to set the tax rule to derive tax rate based on the invoice ship to location?
