Default Access set to 'None' but Learner Manager can still assign learning to his Team

Summary:

I have a course with one self-paced offering, I have set the default access on Course and Offering level for the Learner Self-Service Settings and Manager Self-Service Settings - Initial Learning Record Status to NONE. We do not wish to allow learner and learner manager enrollments

When the Learner Manager Explores learning, he views the course and can see the ‘Assign to my Team’ button, he can then enroll his team members, but once he clicks on submit and the background process completes, the completion message displayed says:

The assignment creation process has completed.

Number of users assigned: 0. Number of users not assigned: 1.
