Quantity Check for Item Delivery Under Project Driven Supply Chain

Summary: How to validate Issue out Transactions against a project budget in terms of the item quantity mentioned in the budget?Delivery or Issue out Transactions should be in sync with the project budget.

Content (required): When items are delivered through an Issue-out transaction against a project budget , currently they are not validated as per the budget. I.e. if I add 20 quantity in the project budget and try an Issue Out Transaction under the project with quantity greater than 20, there is no check in place in the system to ensure the quantity does not exceed what is budgeted.

We have also noticed a case where an item was not part of the project budget, but the system still allowed an 'Issue from Projects' transaction under the project for that item. We would like to prevent this in future.
