Can labels in Waterfall Charts be dynamic to be above the bar if an increase/below if decrease?

We have a requirement to be able to display labels above the bar in a waterfall if an amount is an increase and below if a decrease with the Label Location set to Outside Bar Edge. Does this functionality exist in EPM Reports?

In EPM Reports, when configuring a Waterfall Chart, I see the options to have the labels be set outside the bar, which is what we want, however, we want the labeling to be below the bar if the amount is an increase and below the bar if the amount is a decrease. Is there an option for this or a way to configure the chart to display this way?
