Best practice in excluding certain hierarchy members

Hi -

We have a hierarchy that we only want to utilize budgetary control for a certain piece of it. We know we can get there by using supplemental rules, but anytime something is added to the tree that needs to be excluded the control budget & rules need to be redefined and this stops any transactions from processing.

What is the best way to handle a requirement such as below?

Fund

  • Fund Group 1
    • Fund A
    • Fund B
  • Fund Group 2
    • Fund C
    • Fund D
  • Fund Group 3
    • Fund E
    • Fund F

We only want the control to exist for any fund under "Fund Group 1" at the individual fund level (i.e. Fund A & Fund B). We want to exclude all funds existing in Fund Group 2 / Fund Group 3 as they will never have a budget.
