Is it possible to create a custom validation for Tax Registration Number?

Summary: We would like to know if it is possible to create a custom validation for Tax IDs. The following doc gives the Tax Registration Number validation logic for a handful of countries (https://docs.oracle.com/en/cloud/saas/financials/21d/faitx/tax-registration-number-validation-logic.html). Is there a way to create a validation for a country that is not in this list?

Content: For our suppliers in Japan, we have a new requirement to store a Qualified invoice issuer ID. This is a new ID that JP suppliers will have that affects tax rate determination. We plan to store this in the Tax Registration Number field. Ideally, it would be nice to have some format validations on these #s.
