Need Bill From or Bill to based on LE location for Tax calculation

Summary:

We have a common business unit which is located in Spain is linked to both Legal Entities which are located in Spain and Portugal

We have a tax requirement that if Portugal LE is selected on Invoice then automatically Portugal taxes should be calculated and if Spain LE is selected Spain taxes should be calculated automatically

But As BU is in Spain, taxes are not getting calculated automatically if Portugal LE is selected on Invoice

Can we derive the location based on LE address? as of now we have place of supply rules but all of them are looking into BU address and not deriving the taxes
