Does Oracle regularly update OGL Base library with updates?

Summary:

We're currently using Human Capital Management, and thinking to subscribe to Oracle Guided Learning. One of the questions that came up, was if Oracle updates their OGL Base library with their quarterly releases. That was a concern we had was if a major change to UI or workflow was made in the application, we would hope that Oracle would keep their Base Libraries up to date and relevant. Can anyone please confirm?
