How to update cap interest on the project tasks FBDI

Summary: We're trying to create new tasks via FBDI, but we can't seem to see where cap interest flag would be updated. In the proj_elements_b table it looks likes it's supposed to go under the CINT_ELIGIBLE_FLAG field.
