The member selection in reports prompt says "No items to display"

While opening a report in Oracle planning, prompt for member selection shows "No items to display" but it should show all the members under the dimension. The user has access to all members in the dimension and the report, it's very strange, we noticed this starting this Monday and it's in test, wondering if the Oracle monthly patch made an impact.

Let me know if anyone is facing similar issue and what is the workaround.
