Allow someone other than PM to approve Forecast

In our organization, we do not require the PM to approve the forecast, the person who enters and manages the forecast is the Project Accountant. Is there a privilege we can grant the Project Accountant to allow approval? Thank you.

The behavior we would like is:

  1. Do not enable workflow on forecast
  2. accountant enters the forecast and hits approve button
  3. forecast is approved inline in the form, no workflow.
