Unable to create app whitelist

Hi Community,

I'm creating an app, and I wish promove him for CA, but i'm unable to promove because when I try create an whitelist the field are uneditable, and this won't let me create my whitelist to CA.

Exist some step that I need to do before to try crete my whitelist, or this is just a bug?

Someone can help me?
