Deviation in Create Misc. Transaction or Receive Expected Shipment

Summary:

There is an item that is purchased in KG but received in Bales.

In order to allow Dual UOM I am setting item's defaulting control to "No Default" because there is no standard conversion between KG and Bale. Some order may be 100 KG and 1 bale, others could be 100 KG and 2 bales etc. Basically, items are purchased in KG and accepted in receiving expected shipments in bales. Both need to be available and both need to be able to written manually in receiving screen.

I am only able to successfully submit this when primary and secondary uom are equal to each other. I have set up intraclass conversion and standard conversion while following this tutorial:
