Why are competencies showing in the Skills list?

Summary:

Perhaps I am completely misunderstanding how Dynamic Skills (Skills Center specifically) is supposed to work. As I understand it, it is AI-driven with the ability to manually add skills in the Skills Center. The AI looks at profile data, etc. to recommend AI-created skills.

Prior to using Skills Center, our skills section in Skills and Qualifications was based on a large database of skills that we loaded into the Item Catalog associated with a competency template that we renamed as "Skills.

When searching for skills in the Skills Center, all of these competencies are also being returned. That was unexpected. We thought we would only see the AI-generated skills and any other manual skills added by an admin or end user. We don't want all of the stale/static skills showing up.
