Auto populate the to oblpn error

Summary:

For the RF module RF-Text: Repack OBLPN we have set the parameter auto-populate-to-oblpn to Auto populate the to oblpn.

When we tried to test it to oblpn is not generated, system prompts for it.

Kindly let us know what am I missing. Raised SR but they say it should be posted here
