Change Photo transaction failures, why?

Change Photo requests for Contingent Workers are failing

Contingent Worker change photo transactions continue to fail. The messages from the transaction console include the following:

  1. Issue Description: The request operation failed with the business rules defined for ChangePhotoRuleset
  2. Resolution: Validate the BPM rule for ChangePhotoRuleset and ensure it returns a valid approval hierarchy.

From what is observed, the configuration is identical to the rule created for the employee classification, with the exception of the worker type being Contingent Worker. Our thinking is that there is an issue with the logic but that isn't clear and if it is the issue, what should the logic be? For additional details, the rule for the employee type was modified from 'is' to 'in' in the BPM to allow for the addition of the Contingent worker type. However, the transaction still fails. Additionally, the transaction console path was then modified (which in turn adds the additional rule
