Integration Error Reports & Critical Health Alerts in OIC Gen3

Description (Required):

Currently OIC Gen3 (as of 23.08) does not support alerts for Integration Errors and Critical Health events, which are currently sent every 5 minutes in OIC Gen2 if an error is logged on an integration or if any part of the system goes down respectively. We need these features to be brought forward to Gen3.

Use Case and Business Need (Required):

The use case for this situation is that we are not constantly in OIC monitoring if an integration fails or if the system is down. Having the emails sent out to an alert mailbox that is monitored by our support team allows us to act quickly when there is an outage or error and quickly address the issue. By not having this, we are not aware there is an issue until the next time we go into OIC and review the Observability Dashboard.
