Requirement to send email upon Supplier creation as Spend Authorized from Web Service

Summary:

While creating Supplier using REST service, we are not able to send email to Supplier valid email that their Supplier record has been created in fusion with Spend Authorized Business Relationship.

We have a requirement that if Supplier record has been created with Spend Authorization business relationship directly using integration, then how to automatically send them email that they are created as Spend Authorized.

Currently Supplier is getting emails only when their requests are promoted from Prospective to Spend Authorized.
