Subscribing to Business Event from an external platform which is not OICS (ie Mulesoft)

I have a customer that needs to subscribe to various business events and that has mulesoft as an ipaas platform and not OIC.

However, https://community.oracle.com/customerconnect/discussion/519421/subscribing-to-business-event-from-boomi-or-mulesoft makes it clear that it is only possible to use OIC to achieve that.
