Unable to Schedule Pick Wave for a Shipment line or update BOL using RESTAPI

Summary:

Unable to Schedule Pick Wave for a Shipment line for a order line for which shipment is created before Pick Release or update BOL using RESTAPI

As per the business requirement, we need to generate Bill of Lading once the order lines are interfaced to Inventory.

The business will at later point will verify and perform the ship confirm by calling RESTAPI.

Now inorder to achieve the same, we are facing trouble in below two scenario and thus looking for an help on the same.

1) For creating a Shipment before actual pick release or staging happens, Create a Pick Wave RestAPI is not picking the order line and thus not able to stage the same. It works only when shipment# is not created against an order line.
