How to Exempt Tax For An Item At The Sale Order Line Level

I have requirement where in I need to Exempt Tax For An Item At The Sale Order Line Level

I found the Doc Id (Doc ID 2713931.1) but I could not execute Step-3 how to Create the product fiscal classification rule. 

Please advise

SCM: OM: How To Exempt Tax For An Item At The Sale Order Line Level? (Doc ID 2713931.1)

1. Create a category.

2. Assign these items to this category.

3. Create the product fiscal classification rule. 

4. Create the exception based on the product fiscal classification. 

It is not possible to exclude few items to exempt tax which is part of Product Fiscal Classification rule. Rule will be applied for all items.
