Cut down sandbox access

Recently we came across an access issue where some of the business roles were giving access to create/publish sandbox pages. Among all other roles, some of the roles include Supplier Contract Manager, Grants Accountant, Grants Administrator, Project Application Administrator, Collections Manager

  1. How do we stop these role users from not creating/publishing sandbox without others consent. We don't to create custom roles for all these and remove the privilege.
  2. What is the difference between Manage sandbox access and Administer sandbox access? Both has the same capablities.

Did anyone faced such situations and let me know what steps have been taken to control this access.
