New Item Request -- Can we start NIR for child orgs when master org instance is approved

Summary:

Items are created through a NIR in Master org, once approved users need to associate new child orgs and start a new NIR process

Content (required):

Due to the different levels of attribute control in the master and child organizations, the completion of those attributes controlled at the child organization level are not being validated or exposed to a workflow when an approved item is associated with a new child organization.

Which would overcame the requirement is, once a approved item is associated to a new child org, a new NIR is fired, is that possible?
