Unable to stop or restart free tier ATP database

I am unable to restart an ATP database. The work request has the following error message: The Autonomous Database operation failed due to an unknown error. Refer to JobId 6dfca1d0-d686-4e79-be3f-e395ede3fadb and WorkRequestId 327b2420-942f-4370-ac0d-98b69d04db74 when opening a Service Request at My Oracle Support.
