email address not extracted by user entity PER_EXT_EMAIL_ADDRESSES_UE

Content (required):

We have an custom HCM extract using the user entity PER_EXT_EMAIL_ADDRESSES_UE in one of child block to extract emp work email address by using the DBI 'Extract E-Mail Address'. However empty email address is extracted even there is valid work/home email address available for the emp. There is is no data group filter associated to. The further check seemed suggesting relating to the default context 'Effective Date' of this entity. The HCM extract looked like passing the assignment effective start date rather than the HCM extract processing date/system on this. Can anyone share the thoughts on this please?
