Administrators user group's applications access

Hi,

We received our Test environments for OCI Migration.

There is user group already in the system called 'Administrators'.

While testing last week, i assigned a user to that group and he could access all applications without requiring specific roles for the environments (user, service admin, etc).

This week i tested again with another user and he could login into the environment but could not access the application. The error message said that user doesn't have required role. Only thing that he could do was sign out.

I gave him user role and he could access the applications.

  1. Is this expected behaviour?
