 Is there anyway to use the consigment in a Work Order (like Raw Material) and don't have the ownership change?

Content (required):

There is a customer, that have a material consigment and the real consumption for it, is when he is selling the product, he could change the physical location, or the packing for it, and still is part of consigment, then this rule could be usefull to retain in consigment even tje packing is changed.

How to take out the Ownership change flag? Because I don't want to have the consigment movement
