Oracle monthly update timing confirmation

Summary:

Our PBCS daily oracle maintenance is scheduled at 3 am. Does the Oracle patching apply during our maintenance window from 3 am to 4am or will it be 5 PM ET to 5 AM? 

Here is the message from Oracle: Oracle will apply this monthly update during the first daily maintenance that occurs at or after 22:00 UTC on Friday, October 20, 2023.

I would like to understand if Oracle applies monthly update at 3 am (daily maintenance - 1hour) or do they keep 12 hour window from 22:00 UTC on Friday, October 20, 2023 and apply anytime?
