Requirement to Mandate SHIP TO LOCATION

We have a requirement by the business to mandate the SHIP TO LOCATION but there is a catch. The business raise some invoices where the GST is not applied, hence ship to location cannot be applied to these invoices. Therefore, we need a condition which say the ship to location should be mandatory only when the GST is applied.
