QUERYRESULTLIMIT limit in webform is before or after suppression

Summary:

I'm getting query result limit error while opening a webform for which there is no data exists. The form is having all suppressions enabled and I did permutations and combinations of suppression settings.

When I logged SR with Oracle, they retrieve backend logs and saying me that I should consider re-designing the form as the query result is exceeding the limit but there is no data for the intersections I have retrieved. And interestingly when I remove one particular combination this error is not coming up. And there is no data for that intersection too.
