Family Emergency Contacts are searchable in Person Management

We have found an issue in testing. Certain admin users can search for Family Emergency Contacts by name in Person Management.

We have a number of users that can see Family and Emergency Contacts details in our HR department (they hold the Access Family and Emergency Contact by HR privilege). However, when comparing two different admin roles, one can search for an emergency contact by name in Person Management and the other cannot.

Example: Fred Bloggs in the employee and Marissa Bloggs is the emergency contact. In Person Management, you can search for Marissa Bloggs and view her contact details. However, if you search for Fred Bloggs in Person Management, there is no option to view his Family and Emergency Contact details. The Admin user can see Family and Emergency Contacts in the RUI pages as expected but can only search for Fred Bloggs the employee and not Marissa Bloggs the emergency contact.
