Do we have REST APIs to Manage Attribute Lists in Negotiation?

Summary:

The requirement is to create and update Attribute Lists and Attributes using REST API.

We have found that there are REST APIs to perform CRUD operations to Attribute Groups and Attributes in Supplier Negotiation Lines. But our requirement is to Create and Update Attribute Lists and Attributes outside individual negotiations like how from UI you go to Procurement -> Negotiation -> Tasks Menu -> Manage Attribute Lists (Screenshot Attached) and create and update Attribute Lists and Attributes.
